The area is designated strictly for waste disposal and service access and is not permitted for loitering or sleeping due to safety, hygiene, and property management concerns.
The individual appeared to be using the garbage enclosure as shelter, likely due to the cold weather conditions at the time of patrol.

Initial Contact and Explanation of Site Rules
The individual was approached calmly and respectfully. Security personnel clearly explained the plaza’s site rules and regulations, emphasising that loitering and sleeping in the garbage area were not allowed. The explanation was delivered professionally to ensure the individual fully understood the expectations and the reason for the enforcement.
Initially, the individual refused to leave the area, stating that the cold weather made it difficult to relocate and that the garbage enclosure was providing some warmth.
